Hey, Something just occurred to me...
Last week there was a report (click here for the report) that in some research right here in Cambridge, Mass., a researcher had slowed down light to *** 38 mph *** !!
This was accomplished with a laser beam, an elaborate set of mirrors, and passing the beam through some strange plasma-like substance.
Well, assume that in the ionosphere, this plasma-like substance, or similar, can be created, such that "light", or electromagnetic radiation, CAN be slowed down to, say, 38mph, then it would in fact be very easy to APPEAR to cause a delay of some seconds, up to the 30 seconds or so reported !
